Income Tax 2026: Who Must File and How to Avoid Overpaying

Filing your income tax return isn’t something you do just because. It’s a legal obligation that kicks in depending on how much you earned and how many payers you had during 2025. Get that wrong and you either file when you didn’t need to or, worse, skip it when the Tax Agency was waiting for you. Here’s the real deal on the income tax campaign and how to play it smart.

The 22,000 and 15,876 Euro Thresholds Nobody Explains Properly

If you’re a salaried worker with a single payer, the rule is brutally simple: under 22,000 euros gross from one company and you’re off the hook. No return required. That’s the baseline for the income tax return obligation in 2025.

Now the trap. The moment you had a second payer — another company, the mutual insurance company during sick leave, even a small freelance gig — the threshold collapses to 15,876 euros. And it only applies if what the second payer gave you exceeded 1,500 euros per year.

Concrete example: your main job paid you 15,000 euros. SEPE or the mutual insurance paid you 2,000 for a sick leave. You’re in. Required to file, no discussion.

Groups That Always Have to File, Even Earning Next to Nothing

Self-employed workers are the clearest case. If at any point during 2025 you were registered under RETA or the Special Regime for Sea Workers, you must file regardless of income. You invoiced 800 euros the whole year? Doesn’t matter. You file.

Same story for recipients of the Minimum Living Income (IMV). Anyone receiving it — including members of the household unit — is required to file, whatever the amount. Yes, the IMV itself is tax-exempt up to 12,600 euros per year, but the obligation to file remains. That’s the fine print the Tax Agency won’t highlight for you.

One change this year that barely made headlines: it was proposed that all unemployment benefit recipients would have to file. In the end, those receiving non-contributory benefits or SEPE subsidies are off the hook, unless they have other income that triggers the obligation. A quiet win for unemployed workers.

Income That Sneaks You Into the System Without Noticing

Beyond work, there are income sources that make you obligated almost by accident.

  • Movable capital income (dividends, account interest, deposits, investment funds, prizes) subject to withholding: filing required if it exceeds 1,600 euros.
  • Imputed real estate income, public aid and housing acquisition subsidies: declaration required if they exceed 1,000 euros.

If you own a second home or a premises you don’t rent out, the imputation of real estate income counts. Many people ignore this and end up with a surprise letter.

2025 vs 2024: What Actually Changed in the Income Tax Campaign

The savings tax base got a new top bracket. Above 300,000 euros, the rate jumped from 28% to 30%. For those with large estates or big capital gains, that’s a two-point hike.

The full savings scale for 2025 looks like this: up to 6,000 at 19%, 6,000–50,000 at 21%, 50,000–200,000 at 23%, 200,000–300,000 at 27%, and above 300,000 at 30%.

The general IRPF scale, however, was not adjusted for inflation. That’s the classic cold progression effect: your salary rose to keep up with the cost of living, you slid into a higher bracket, and now you pay more without realizing it. Low and middle incomes feel this the hardest.

Filing thresholds stayed the same as 2024. The proposal to raise the second-payer threshold to 2,500 euros was scrapped.

On the positive side, the reduction for earned income went from 6,498 to 7,302 euros per year, and a new deduction for low-wage workers appeared: those earning under 18,276 euros can claim it, up to 340 euros for Minimum Interprofessional Wage earners.

2025 Tax Calendar: Dates You Can’t Miss

Quarterly filings follow the usual pattern. Q1 (January–March): April 1–20. Q2 (April–June): July 1–20. Q3 (July–September): October 1–20. Q4 (October–December): January 1–20 of the following year.

The most common quarterly forms: 111 (IRPF withholdings on employees and professionals), 115 (rental withholdings), 130 (payment on account, direct estimation), 131 (payment on account, objective estimation) and 303 (VAT self-assessment).

Annual returns land in January: Forms 180, 190 and 193. Form 347 in February. Form 720 (assets abroad) by March 31.

Self-employed workers should watch Forms 130 and 131, filed alongside quarterly VAT. And in 2025, farmers and livestock breeders lost the diesel and fertilizer deductions they’d been applying before.

How to Check and Submit Your Draft Without Screwing It Up

The 2025 income tax campaign kicks off April 8, 2026, though draft access opens around April 2.

On the Tax Agency website, go to «Gestiones destacadas» and click «Servicio de tramitación borrador / declaración (Renta WEB)». Identify yourself with Cl@ve, electronic certificate, electronic ID, or a reference number if you have none of those.

From your phone it’s just as easy. Open the official app, authenticate with Cl@ve, tap «Gestiones», select «Renta 2025» and hit «Continuar con la presentación».

Before submitting, go through every figure. The draft includes data the Tax Agency already has, but it’s rarely complete. Check income, deductions and expenses — especially if you rent out property, donate, or hold investments. You can edit directly in Renta WEB if something’s missing or wrong.

Regional Deductions: The Money You’re Probably Leaving on the Table

Regional deductions are the most overlooked part of the return and can mean real savings. Each autonomous community runs its own system.

Rates differ too. Madrid tops out at 45% aggregate, while the Valencian Community hits 54%. That gap changes your final bill substantially.

Common regional deductions cover:

  • Education: daycare, schools, extracurricular activities.
  • Housing: rent for young people, primary residence purchase, renovation.
  • Family: birth or adoption, large families, elderly dependents.
  • Disability: home adaptation, adapted vehicles.
  • Entrepreneurship and investment: business creation, investment.

My take: if you live in a high-tax region like Valencia or Catalonia, spending an hour reviewing regional deductions is the single highest-return hour of the entire filing process. Most people skip it and pay hundreds extra for no reason.
